Why a minister's
figures read as zero
Independent parliamentary trackers publish comparative figures for every Member of Parliament: attendance, questions asked, debates participated in, private member's bills introduced. For C. R. Patil in the 18th Lok Sabha, those figures are reported as nil. That requires explanation, because read without context it is straightforwardly misleading.
PRS Legislative Research, which compiles the most widely used of these datasets, states the reason in its own note on his record: this MP is a minister; ministers represent the government in debates, so we do not report their participation. A minister does not table questions — he answers them. He does not participate in debates as a backbencher — he replies on behalf of the government. The metrics are designed for members who scrutinise the executive, and they are not applied to members who are the executive.
The meaningful record of a minister's work in Parliament is therefore found elsewhere: in the answers given to starred and unstarred questions, in the statements made to the House, and in the legislation and financial demands piloted through it. Navsari is an unreserved general constituency comprising seven assembly segments, four of them in Surat district and three in Navsari district.
